MINISTRY OF YOUTH AND SPORTS AND MINISTRY OF LABOUR FINALIZE FRAMEWORK FOR STRATEGIC PARTNERSHIP ON YOUTH EMPLOYMENT
Monrovia, Liberia – June 18, 2026 – The Ministry of Youth and Sports (MYS) and the Ministry of Labour (MOL) on Wednesday concluded a second high-level technical meeting aimed at formalizing a strategic partnership to expand employment opportunities for young Liberians and strengthen workforce development initiatives nationwide.
The meeting, held on June 17, brought together technical teams from both ministries to finalize the Terms of Reference (TOR) for a Joint Technical Working Group and complete work on a Memorandum of Understanding (MOU) that will guide collaboration between the two institutions. The MOU is expected to be formally signed by both ministers on Monday.
The partnership builds on discussions initiated during an earlier inter-ministerial engagement on job creation and reflects a shared commitment to addressing youth unemployment by strengthening the link between skills development and labor market demand.
As one of the government's lead institutions responsible for youth development and Technical and Vocational Education and Training (TVET), the Ministry of Youth and Sports plays a critical role in preparing young people for the workforce. The Ministry of Labour, as the regulator of Liberia's labor market, works closely with employers and the private sector to promote employment opportunities and workforce participation.
Under the collaboration, both ministries will work to align TVET and workforce development programs with the needs of the labor market, particularly within the private sector, with the goal of ensuring that more young Liberians possess the skills required to secure meaningful employment.
The partnership will also prioritize research, data sharing, and labor market analysis. The Ministry of Youth and Sports is currently preparing its annual State of the Youth Report, while the Ministry of Labour is conducting a Labor Market Survey and Analysis. Both institutions have agreed to use findings from these reports to inform national planning, strengthen workforce development strategies, and better align skills training programs with labor market realities.
The Joint Technical Working Group established through the partnership will coordinate implementation efforts, facilitate information sharing, and develop recommendations that support youth employment, skills development, and economic empowerment.
The Ministry of Youth and Sports remains committed to working with government institutions, development partners, and the private sector to create sustainable pathways to employment and improve opportunities for young people across Liberia.
