MINISTRY OF YOUTH AND SPORTS CONCLUDES TWO-DAY TRAINING AND ORIENTATION FOR COUNTY STAFF
PAYNESVILLE, LIBERIA — The Ministry of Youth and Sports has concluded a two-day general training and orientation exercise for county staff to strengthen institutional capacity, improve coordination, and enhance the delivery of youth and sports programs across Liberia on Saturday, October 10, 2026
The training brought together staff from various counties to clarify their roles and responsibilities, promote teamwork, strengthen accountability, and improve the implementation of the Ministry’s programs at the county level.
Providing an overview of the exercise, Deputy Minister for Youth Development, F. Alphonso Y. Belleh, encouraged county staff to move beyond routine administrative responsibilities and proactively identify opportunities that can improve the lives of young people in their respective counties.
Deputy Minister Belleh emphasized the importance of collaboration among county staff and urged them to identify practical ways to decentralize national programs so young people throughout Liberia benefit from the Ministry’s interventions.
Addressing participants, the Minister of Youth and Sports, Atty. Cornelia Wonkerleh Kruah, underscored the importance of understanding the Ministry’s procedures, institutional norms, and how staff members’ responsibilities interconnect to achieve the Ministry’s objectives.
Minister Kruah stressed that effective service delivery requires every staff member to understand their role, work as part of a unified team, and demonstrate commitment to the Ministry’s mandate. She also encouraged county staff to engage relevant institutions and stakeholders in their counties while following established authorization and coordination procedures.
The two-day training covered key operational areas, including proposal writing, accounting, procurement procedures, records management, planning, budgeting, and reporting. These areas were intended to strengthen county staff's technical and administrative capacity while promoting transparency and accountability in resource management and program implementation.
The Minister also highlighted the importance of team building, collaboration, and sharing successful strategies among county coordinators. She emphasized that the Ministry’s progress should not be measured solely by individual centers' or counties' achievements, but by the collective performance of its 27 centers.
Participants were encouraged to share practical experiences, innovative ideas, and successful approaches that counties could replicate to improve program implementation and service delivery.
As the Ministry prepares for the next planning cycle, county staff are expected to review achievements, identify operational gaps, establish priorities, and develop realistic plans and budgets aligned with the Ministry’s objectives. Counties are also expected to submit quarterly reports to support performance monitoring, evaluation, and accountability.
Minister Kruah further emphasized that the exercise was designed to promote a culture of responsibility and results-oriented service. She urged participants to reflect on their commitment to the Ministry’s work and demonstrate their willingness to contribute meaningfully to the development of the country’s youth and sports sectors.
The training is part of the Ministry of Youth and Sports’ broader efforts to strengthen county staff and center capacity, improve coordination of youth and sports programming, maintain accurate records, ensure accountability, and enhance stakeholder engagement.
Through this exercise, the Ministry seeks to build a more coordinated, productive, and accountable county-level workforce that can translate national youth and sports policies into practical interventions that respond to the needs and aspirations of young people throughout Liberia.
