The baton was formally handed over by the outgoing Minister, Cllr. Jerror Cole Bangalu, who now serves as Executive Director of the Liberia Refugee Repatriation and Resettlement Commission (LRRRC).

Youth Groups Membership Data Update Report


1.  Background

Liberia has a youthful population representing over two-third of its population about 60% with 41% adolescent. The need for national planning requires quality data information. The collection of quality data serves as a key driver of concise information that provides planner’s and developer’s a needful foresight to derive sustainable solutions. It presents a baseline understanding that shape the design of programs and interventions to intended achieve accurate results. In an effort to accelerate national youth development programs; the Ministry of Youth and Sports with financial support from the United Nations Agency Population (UNFPA) embark on a nationwide assessment of youth groups membership data collection throughout the political sub-divisions (Counties) of the Republic of Liberia.


1.2 Purpose of the Report

 The report provides a comprehensive outline of activities conducted from July 10-17, 2025 across the 15 political sub-divisions to include (Montserrado; Bomi; Grand Cape Mount; Gbapolu; Lofa; Bong Margibi; Grand Bassa; Nimba; Lofa; Grand Gedeh; River gee; Maryland; Grand Kru and Sinoe and Rivercess) counties. The conduct of a full assessment of youth groups and its’ membership is intended to provide accurate update on the status’s of all functioning youth associations. The accuracy of data information is crucial to underscore youth demography, gender; employment or program interest and structures of the youth associations.


1.3 Scope

The activity covered youth groups and associations membership across the five (5) south-eastern (Grand Gedeh; River gee; Maryland; Grand Kru and Sinoe) counties. The assessment covered a total y. These youth organizations formed as part of the task implementation plan; staff deployment was based on sub-national regions; intended to improve efficiency and productivity. The sub-national task delineation comprises of the southeast (Grand Gedeh; River gee; Maryland; Grand Kru and Sinoe), western region (Cape Mount Bomi Gbarpolu  ), central west (Lofa,Nimba,Bong) and central west (Margibi ,Grand Bassa, Rivercess including Montserrado Counties.

1.4 Summary

The summary provides an insightful and comprehensive synopsis of youth-led organizations using tables and bar charts to analyse the number groups assessed by respondents from the interviews conducted through infield assessment on the update membership of youth associations across 15 counties of Liberia. It highlights the number of organizations assessed, the sub-national demographic youth membership trends and the impact of structural alignment on youth empowerment and community development. There were 241 youth membership update assessments were concluded across Liberia.  There were 77 youth organizations membership assessed across the south eastern region. In the western region 55 youth organizations assessment were concluded, 77 youth assessments were concluded in the north central region, 24 youth associations were concluded in the west central region and 11 concluded in Montserrado County.

1.5  Methodology

The data collection method include youth groups leaders and key informants interviews based on demographic surveys. The digitalize input process ensue to generate data points of real time data collection.

1.6 Data Collection Constraints

  • The lack of adequate transportation to enable enumerators commute across all districts and carry out the data collection across all counties within Liberia, impose total assessment coverage constraints.

  • The lack of prior civic information on the timeline for youth membership data update induce poor turn out in most counties, allowing for lower turn out or absences from the process. In some instances, county youth coordinators received the information of a dispatched youth assessment team a day before departure. This provided a short window for information outreach.

1.7 Recommendations

  

 The African Youth Chapter provides that youth in Africa are between the ages of 18-35 years. As such, those youth in Liberia vying for elected leadership should have the age advantaged to remain active youth at the end of their respective leadership tenures. This will ensure adherence to the chartered age recognition as African youth.

  • Conduct detailed surveys in underrepresented counties to gather data on youth organizations.
  • Increase funding and support for youth-led initiatives, especially in rural areas.
  • Foster partnerships between government, NGOs, and youth organizations to enhance impact.

1.7.1 Actionable Recommendation

 A biometric enrolment of youth associations memberships should be based on the National Identification Registry (NIR) Identification Card. This will provide an accurate account of youth ages range and transition out of youth programs and engagements in Liberia.


1.8 Conclusion

  The activity achieved its’ objectives to support the data collection goals and provides a comprehensive assessment of youth groups membership across the fifteen counties of Liberia. The full participation of the counties based youth associations and logistics support enable the team to perform efficiently,achieving the full assessment of available youth associations within the respective counties.
