MONROVIA, Liberia | November 3, 2026
The Minister of Youth & Sports, Hon. Atty. Cornelia Wonkerleh Kruah, has engaged the Ambassador of the People’s Republic of China accredited to Liberia, H.E. Yin Chengwu, on strengthening bilateral cooperation in technical and vocational education and training (TVET), following Liberia’s participation in the 2026 World Vocational and Technical Education Development Conference in Tianjin, China.
The meeting, held on November 2, 2026, at the Chinese Embassy in Monrovia, brought together Counselor Zhang Yimin of the Chinese Embassy and Deputy Minister of Youth & Sports, Laraamand S. Nyonton. During the engagement, Minister Kruah briefed Ambassador Yin on the outcomes of the conference, held from October 15 to 17, 2026, and presented a copy of her official report.
The Minister also highlighted Liberia’s priorities for advancing vocational and technical education and the proposed Memorandum of Understanding (MOU) between China’s Ministry of Education and Liberia’s Ministry of Youth & Sports.
At the Ministerial Roundtable in Tianjin, Minister Kruah called for a concrete partnership with China to strengthen vocational training, develop skilled personnel, and expand opportunities for young Liberians.
The proposed MOU outlines cooperation in developing technical standards and skilled personnel in infrastructure, energy and mineral resources, transportation, and modern agriculture. It also provides for the joint development of competency based curricula and teaching materials, the establishment of internship and practical training bases, and improved management and quality evaluation systems at vocational institutions.
Additional areas of proposed cooperation include professional development for Liberian TVET instructors, training and exchange opportunities, and direct partnerships between Chinese and Liberian vocational institutions.
Ambassador Yin welcomed the engagement and reaffirmed China’s willingness to work with the Ministry of Youth & Sports to strengthen bilateral exchanges and cooperation in vocational and technical education. He emphasized that such cooperation would contribute to continuously enriching the dimensions of the China Liberia Strategic Partnership. Ambassador Yin further noted that under the leadership of His Excellency President Joseph Nyuma Boakai, Sr., the China Liberia Strategic Partnership has gained renewed momentum. He assured Minister Kruah that he would follow up on her recommendations concerning the proposed MOU to advance cooperation in Liberia’s vocational education sector.
Minister Kruah expressed appreciation for China’s continued engagement, noting that China has provided an important reference for developing countries seeking to advance reforms in vocational and technical education. She expressed hope that China would continue to support Liberia’s TVET sector and contribute to the country’s economic and social development. The Minister also drew Ambassador Yin’s attention to the Ministry’s submitted proposals for the renovation of the Samuel Kanyon Doe (SKD) Sports Complex and the Monrovia Vocational Training Center (MVTC).
Feasibility studies for the proposed projects are already underway.
The Ministry of Youth & Sports will consolidate Liberia’s requests into a prioritized project submission for discussion with China’s Ministry of Education through official channels.
The engagement underscores the Ministry’s commitment to strengthening international partnerships that advance youth empowerment, skills development, and sports infrastructure. These efforts are aligned with the Government of Liberia’s ARREST Agenda for Inclusive Development and the National TVET Policy 2022–2027.
